Hey Vishal... you know what.. its the same problem I faced 9 years ago. Even I wasnt able to say her anything for 3 years until I realised that it would get tooo late if I dont say anything to her.
You love her.. but does she? How detailed she knows about you?
Well.. just catch her up & say everything you want to.. she is not gonna eat you if you say anything. Just dont say anything vulgar & be polite. Dont try to touch her & keep atleast one arm distance. Don't expect positive reply on first encounter & be ready to leave when she says "no". Get back to her again after one week. If you see she is furious & doesnt wants to talk to you anyways.. just say sorry & leave & never show her up again..... if you really love her.. give her what she wants.

That is so sweet. Ok you should tell her on valentine's day. The day before valentine's day you should get her some stuff that she likes, for example the kissing bears send her one and sign it "someone who is in love you". On valentines day give her the other one and you won't have to say anything.
