When you love someone you care deeply about them and their well being. You would never want anything bad to happen to them, you love spending time with them and you share a close bond with them. When you're in love with someone, you get this feeling inside everytime you see them. And when they tell you they love you, all the problems you might have had at that moment just seem to go away. You feel like you could spend the rest of time with that person. When you're in love the feelings are overwhelmingly strong, when you just love someone you have feelings for them but they aren't as deep.
So when a person says that to you, he/she wants you to know that he/she really cares about you but the feelings just aren't as strong as they could possibly be.

it means that person is giving you the run around... or possibly love is too scary for them. i look at that statement and think if it were said to me, it would be over, but in reality, maybe this person is scared by the concept of love. perhaps when they say, "i love you," they reall mean, "i like you bunches, and sex is great, but i'm not sure about forever!"
good luck!

It means just what it states. It means there are feelings there but it's not the same as The One or Soulmate feelings.

Being in love means that that is it. Nothing compares to being in love.

Being IN love with a person is physically and emotionally you want to always be around them and love everything about them. Loving a person is caring about them and would do anything for them. Just like you love your mother but your not in love with her.

Love is an asset as well as liability. Now, this statement means, I consider your love as an asset and not ready to bear liability/repsonsibility associated with the love.
Or
My love is not exclusively for you.

That the person loves the other person, they are just not willing to have a relationship or anything with the person. They don't want to get into anything romantic.

To love someone is to care for them as you would a brother, sister, etc. To be inlove with someone is to have romantic feelings for that person. Very different indeed!

No they are two different things...he loves you, as in the way he has love for his sister, or mother, or friend. hes not in love with you, the way he would be as if you were his wife.. he just doesnt have those seriously heartstopping feelings of passion for you.

thats what it means.
