MPEG 4 can definitely be converted. All you need is a good audio editing program (like SoundForge, Cakewalk or Adobe Audition.)

For a file that isn't copy protected: Open up the MPEG 4 file and hit Save As, then make sure you save it as an MP3. The program does the rest.

For one that IS copy protected: You'll likely need to have the file "playing" and recording into your program. Save as an MP3 like you would any fresh audio.
