A humming bird. It is the only bird that can hover and actually using the power of propulsion to fly, as a oppose to gliding. Its wings move to fast for the naked human eye.

Hummingbirds do hover in one place, but they are flapping constantly in order to do so. Albatrosses can glide for hours without flapping their wings. I have no data on the actual amount of time they can glide without flapping, but it is known that they actually sleep while in the air. They cover 1000s of miles in only a few days when looking for food to feed their chicks. Some species nest on tropical islands (such as the NW islands in the Hawaiian chain), and search for food for their chicks off of the Aleutians (between Alaska and Russia). Read "Eye of the Albatross" by Carl Safina...it's fascinating!

there is only one bird in the world that can remain still in mid flight wind or not and that is the humming bird cause it flaps its wings in the shape of an 8 and flaps its wings more than 200X a second heart rate more than a thousand in flight

Many raptors, like eagles and hawks, enjoy to seemingly endlessly ride air currents. They'll do it for hours with nary a wing beat. Carrion eaters, buzzards, condors etc. do the same.

Hummmmm, I've never timed one while I watch them. This gives me something to think about since I watch hawks in the mornings soaring in circles. I call it free flight. I can tell you the back of my neck hurts before I stop watching them, they are so high, circling around and around without one flap of the wing. So beautiful even though I know they are watching for prey below.

A hummingbird can hover in one place but it's not still. It just looks that way because the wings are moving too fast to see them.

it actually depends on the wind. almost any bird can remain still as long as there is sufficent head-wind. i'd look at sea birds for examples.

I think you may want to explore hummingbirds.
