Russia was already a member of the United Nations, since its inception in 1946. Other major members at that time were the United States, United Kingdom, France, and China.

It joined in 1945, at the inception of the UN. At the time it was the Soviet Union. It has been one of the 5 permanent members of the UN Security Council since that time as well.
