i have a 32 inch samsung and a ps3 that both have hdcp and i went to bestbuy and got a hdmi cable but its not working is it the cable

It depends. Are you getting an error message or are you getting no video? If you get an error message then the cable is working but there is a problem with HDCP. If you get no video then I'd take the cable back to the store. (I'm assuming you already selected HDMI input on your set and configured it)

Correct...the cable doesn't need to be HDCP compliant, only the devices.
HDCP is not a perfect technology either. People have problems all the time with cable boxes not handshaking with their TV's. And if its a Samsung....well, let's just say I'm not shocked.

Make sure your TV is HDCP compliant. This is a software encrytion issue, not a wiring problem.
