NO, you have to earn enough to file for EIC and file taxes.

If you are not required to file taxes because your income is below the threshold, you can still file taxes and get the Earned Income Credit, as long as you qualify. You must file to get the credit.

You have to have income from work either as an employee or self-employed person. Here is an understandable document describing the Earned Income Credit to see if you qualify for it.

you'll need to file tax return showing your income (if no income, then no EIC, you must have a W-2 or something) and on the form if you qualify you then put in for EIC
