This does not make sense. Why?

Rome, Oslo, and Madrid are capitols (Italy, Norway, Spain).

Innsbrook is not a capitol.

Is it because he switched continents?

The first 3 cities are in the Eastern Hemisphere (ie Italy, Norway, Spain) and the last two are in the Western Hemisphere( ie USA), but Innsbook is also in Austria.......
