You can make friends with anyone.... does not matter what race or language they speak.
I personally would not hand out my e-mail address to everybody to see in fear of getting spam, viruses or hackers trying to get into your computer system.
I have got friends from different races and cultures who speak or may not speak English.
Friendship is not something you can really buy. It is something that just chooses you...
I went to college 14 years ago and met some people I never imagined would be one of my closest friends as he was so annoying but now we are great friends and still keep in touch.
If you want to meet someone as a friend... go on holiday abroad and be social then your likely to meet someone.
Other way - you could go to one of the many chat rooms online and find English speaking people who may (or may not) share the same interests as you.
Be careful when handing out personal information online the internet though. I hope you find what you are looking for.

Sometimes you don't need all this and just go out, socialise and meet new friends. Go and do a college course or something? You are bound to make friends there.
