slat water is water from under the bed, hence the term slat.
Usually this water is mostly urine, which is warm and would not be in a frozen state, so the answer is no.

FRAZIL (FRAZIL ICE)—A French-Canadian term for the fine spicular ice, derived from the French words for cinders which this variety of ice most resembles. When formed in slat water it is known as Lolly Ice. When first formed, frazil is colloidal and is not visible in the water.

Salt water can freeze, but it isn't a glacier, it is pack ice of ice floes or whatever. Glaciers are rivers of ice caused by snow falling on land every year but not melting in the summer.
