If it's up to Blair they will just go on by borrowing. The UK ruined its world leadership by huge debts incurred to pay off the First World War, and has only just finished paying off its debts to the USA and Canada for the Second World War: the UK suffered far more than the defeated or occupied nations because it was forced to pay for the benefit others gained from the UK protecting the "free world".
Military power depends upon a sound economic and industrial base. Short-term politicans tend to forget this. Economic cost-benefit analysis is particularly to the point for interventions like Iraq that are largely to do with the protection of raw resources, i.e. oil.
Most, if not all, wars are simply not worth the money, even before "The War Chest is empty". It would be a lot more sensible if the UK concentrated on its local defence rather than far-flung military adventures of dubious international legality.

1 - You know that money that is being raised for the extra aitline tax? Well its going into the 'general fund'. Which can easily be diverted to Defence.
2 - In WW2 the UK took out loans (from the US) for their help - borrowed 330m repaid 3 Billion.

tax richard branson and roman abramovich 90% of their wealth. Its not like they need it. That would give us another £15billion or so. Infact tax all billionaires until they just have one billion left. Nobody can spend a billion in there lifetime they would even struggle in 10 lifetimes. We would have loads of cash

Start doing what the US is doing now, cutting other military programs, it starts with tech programs and starts working it's way up, when you run out of programs like that more taxes will start to go to the military such as fuel, and cigarette taxes, after that is when you start cutting other governmental taxes such as education.
