Monitoring is performed during the process of study /work Review is when the work has been completed.

to monitor is to supervise the work while it's being done
to review is to make a revision to see whether this done work correct or false...
Monitor....to watch , listen to or examine(esp. the working of a machine, or radio and television broadcasts) e.g. we have been monitoring the enemy's radio broadcasts to try to find ou their plans.
Review............verb to consider and judge; go over again in the mind e.g. the committee is reviewing their decision.

monitor - to interactively check up on a project while in progress

review - to look back and check up on a project either at it's conclusion or at a checkpoint.
