Firstly- you need very close ties with the country you want to represent in India. Private contacts with VIP people in the Government or at least in the Ministry of Foreign Affairs is essential, to be designated as Honorary Consul. After you need to find support in Indian Ministry of External Affairs. You may be Indian national or national of the country you want to represent or even national of other country. Important is to be close related with this country. (business in past or in present etc.)

Secondly- you have to be relatively rich person to undertake responsibilities for financing of Honorary Consulate, its office and activities. Remember- Honorary Consuls are unique financial source of the Honorary Consulates.

You have to note, that Honorary Consuls not necessarily have immunities and privileges. It depends from host country,

You need to be a person of good reputation and standing in your country as well as in India in order to be appointed so by your country.
