God did not invent asthma. Asthma develops in your body because of external elements. God does not harm anyone but gave us a free will to choose our own way. Do you see him forcing anyone to do his will? no, so if someone has asthma it is because we pollute our earth.

Secondly, you don't say he SHOULDN'T, god can do anything he wants and no one can stop him.
