Well, it's really only tiramisu when made with mascarpone, but I would think the closest substitute would be ricotta. There's a quick tiramisu you can make by whisking the mascarpone with fresh custard and some brandy, then layering that with the sponge and amaretto then putting whipped cream and chocolate flakes on the top - I'm sure it would still be pretty good if you used extra custard and left out the mascarpone.

I'm sorry to say, I've tried making a tiramisu with cream cheese, and it did not turn out well. Because the mascarpone cheese is slightly sweet, you need to add extra sugar to compensate. However, sugar is considered by some bakers as a liquid ingredient - so your end product will be a softer set. Mine had a consistency of a soft whipped cream - thick enough to coat a spoon, but still runny.
If you can't get the right cheese, I personally wouldn't make it - Just my bad experience.

The best substitute would be a non-salted cream cheese,
just leave the cheese until room temperature and make the
recipe as normal while the cheese is soft.
Another is the use of Ricotta, that's if you like the texture and
flavor it has.
But the best would be Pure thickened cream sold from most
super markets, thick like mascarpone but it's not cheese.

You can substitue mascarpone with whipped ricotta or cottage cheese, there are also variations with soft cream cheese blended with cream, butter and others. I include a link with the variations and with recipes for mascarpone. Good Luck and save some for me!

Tiramisu
Tiramisu is wonderful stuff, consisting mostly of sponge cake soaked in espresso and layered with custard.
Ingredients
1 cup Cold water
1 14 oz. Can of fat free sweetened condensed milk
1 1.4 oz. Package of sugar free instant vanilla pudding mix
1 8 oz. Block reduced fat cream cheese (softened)
1 8 oz. Tub frozen reduced fat whipped topping (thawed)
1 cup Hot water
1/2 cup Kahlua
1 tablespoon Instant espresso or 2 Tablespoons instant coffee grounds
24 Lady fingers (two 3 oz. packages)
3 tablespoons Unsweetened cocoa, divided
Preparation
Combine first three ingredients in large bowl, stir well.
Cover and chill (not you, the food) for thirty minutes or until firm.
Add cream cheese.
Beat with mixer at medium until well blended.
Gently fold in whipped topping.
Combine hot water, Kahlua and espresso.
Split lady fingers in half lengthwise.
Arrange 16 ladyfinger halves flat side down into the trifle bowl or large glass bowl.
Drizzle with 1/2 cup of Kahlua mixture.
Spread 1/3 pudding mixture evenly over lady fingers.
Sprinkle with 1 Tablespoon cocoa.
Repeat layers, ending with cocoa.
Cover and chill (not you, the food) for at least 8 hours.

Tiramisu can be made with any unsalted cream cheese. What gives this dessert its characteristic flavour is the alternating cocoa and coffee flavours. To enhance these, try layering with a mixture of crushed meringues and whipped cream.
