You can obtain a tax ID number for business purposes but it is linked to your SSN when you apply for it, so...you will not improve your credit rating (or get a "new" credit rating) by doing that.

A tax ID number is actually a fed ID that you would get after becoming a corporation. You can pay yourself out of that checking account but if your credit is bad its bad - this has nothing to do with good or bad credit - sorry
