I wouldnt advise it. Once you start having it grows back thicker than before. This meens you just have to shave more and more often. Wait until you have gone throught the worst of puberty before you start shaving your legs. (maybe about 14)
I would also say.... never shave your arms... its a bad plan and you will wish you had never started it. When the hair starts to grow back and you covered in stubble you will not be happy

She shouldn't on her arms as it will grow back really thick - if you mean underarm then it is ok. It is down to each parent whether they allow their child to shave their arms and legs - I was older when I started shaving mine however my 11 year old started shaving hers when she was 10 because most of her friends did. Kids are a lot more mature these days and they also feel a lot more conscious of their appearance than i did at that age

Well they can I suppose, but for what?
If they are particularly hairy and getting teased(as can be the case at that age) then it may be worth going to your local beautician and asking about waxing or maybe a professional bleaching/lightening treatment. Waxing will certainly be appropriate when she's older-and it 'thins' the hair growth over time too-but may be too painful at 10yrs.
Under no circumstances allow her to shave her arms though, it will only make things ten times worse-the hair appears to grow back thicker due to the fact that you blunt the ends when you shave-and stubble is not a good look(nor is 5 o'clock shadow and if she's that hairy she'll get one believe me).
Have a good talk to her and seek professional advice with her in tow so she knows you're not bluffing if they say no.

Nooooooooo! dont shave the hair on your arms! Please! I will come back all dodgy! If you really want to start shaving your legs then I would have a chat with your mum. Shaving will mean that you have to do it very often as the hair will come back thicker and coarse as shaving encouarges the hair to grow. If I was you I would get some hair removal cream, like Nair senstive.

a 5 yr old "could" do it too...... but why would you want to right now???
if you start shaving now then the hair grows back thicker and faster than ever before... i would never advise shaving arms anyway, it is horrible when hairs start to grown back (underarms yes forearms no!!)
i would say not to start shaving until you are at least 15/16 yrs old... tehre really is no need

God i don't remember having hair on legs or arms at 10 early developer? I'd be careful of letting her use a razor buy some immac or the other hair removal cream and moisturise when done as her skin should still be tender.

i started shaving at about 9-10ish so i dont really see the problem but then again like some people said, the hair grows back thicker so that should be taken into account when you start.
