Opportunity, probably about a decade ago India turned from a self sufficient economy to an international economy. After which western companies moved into India and tariffs were reduced from Indian goods. When the economy stabilizes, the brain-drain would stop meaning educated people would stay in India and not move to another country. With western values, new freedom and concepts would be introduced India would be able to secure better loans and grants from the World Bank and its trading partners all leading to India growing and developing.
Remember what China looked like ten years ago and look now.

Religious views hold India back from creating true progress and there mentality is interfered by this religious view that can not separate religion from politics all together and there a people who cannot take criticism and move forward .A shocking and mentally sick act in India is genital mutilation and the things that Indian society do to themselves in not sane .To lay on nails and say enlightenment is found HA mentally sick .Such a large population and child abuse ,child murder,constant rape of girls ,abuse of women on a large scale and allowing foreigners to commit abuse as well if they have the money .What a country India not a country that some body from a developed country could say Yer ha, as i walked in Calcutta in 1980 the dirty people laying in mud and dirt by the thousand and would not trust a Indian doctor of any degree to touch my child if they can not help there own people (Calcutta medical degree from a corn flakes packets).It is just an opinion no more no less.

no country is perfect, it has to be made perfect.
We can not blame anyone as it is we the INDIANS who need to do something for the country. India is a democratic country & its the people who need to come up & make it once again the 'GOLDEN BIRD'. IT would surely take time but it would happen. There are many problems which need to be rooted out like over-population, corruption, unemployment etc. people have come up in things like the Jessica Lal Murder Case & many other things too. India is developing .

The answer is in the question. As long as we do not see and announce the optimistic and good results of any action, growth to good would be tardy. Human has a characteristic to equate themselves with mere things and surrounding people. If we try to equate ourselves, and in the event we need well development, we need such surroundings - spending time with optimistic people who are seeing good and NOT vice versa. Nobody has so far told that india is not well developed. She has it, as much as she deserves. But while seeing the knoock and corners, there are still darkness. Do not hate or criticise evils, but encourage the goodness and good actions. I SEE INDIA A VERY FINE AND A VERY WELL DEVELOPED COUNTRY THAN ALL OTHER NATIONS ON THIS EARTH.

Firstly its a good question.The causes of undevelopedness in India are -- unemployment, lack of local facilities&education,unhygienic conditions,rural areas&slums,& he last is that the people do not have the motivation to make India a developed country.

1.due to the corruption.
2. No job for the learned man.
3.No encouragement for the people .
4. No challegeing power in industries over other country.
5. No proper basic needs for each and indivisual.

Because the concentration is in the context of development of individual and not the country as a whole. When idividuals develop at large then our country also develops.

Our education system is the basis for all the problems. Our system encourages blind education and rote learning. It starts with "jana gana mana" and goes on and on for the rest of our lives. We have developed a typical baniya mentality of hiding behind the screens and let others take the leadership and risk. This is the reason all our IITians start with a single goal of flying to US, make some alliance with MNCs and then talk loud about superpower and 10% GDP growth nonsense.

So for this reason , Its a stepped forward u . s . a . if we evaluate some factors and its no longer a stepped forward u . s . a . yet fairly a coming up u . s . a . if we evaluate another factors. i'm hoping my answer is functional even although its no longer a one hundred% answer :) i'm in basic terms a student so i cldn't completely answer ur qstion ;)
