We all are to some degree. Everyone needs to know how to support the mission or carry it out so strategy is important. There are Commanders who obviously need to be good at that stuff as well as S3's (Operations officers). S2's (Militiary intelligence) must know how to do Intel Preps for the Battlefield. They have to not only know our tactics but be experts in the tactics of the enemy. S1's (Personnel officers) and S4's (Logistic Officers) who have to know what the unit needs for support in supply, medical and personel support. There are techniques, tactics and procedures they must know. There are S5's/S9's (Civil Military Operations officers) who must know all about government, governance, civil infrastructure and how to handle money for Commander's Emergency Response Program (CERP) in order to help rebuild a country. (That's my job,here)

So, I guess the long answer is yeah, we all need to be good at it but in different aspects of strategy.

Yes, war is not fought on brawn and firepower alone.

A strategist have a plan, chooses the time for attack or retreat and cuts down the enemy and his own losses.
