some times it will burn its black in color and th skin will flack off and if anyone has any info please tell me its starting to swell to.

Yes, rust is iron oxide and it forms scales. It's easy to believe that it could cause some painful abrasions.

Did you have any type of mark there before? Does it look like a possible mole or funky freckle? When it sloughs, does it go away completely or is it always there in some way? You need to go to a Dermatologist for this ASAP! It could be a minor thing, but more importantly, it could be a major thing! Here are some signs of skin cancer... Sores or "scales" that don't heal;
Changing freckles or moles: getting larger (particularly larger than a pencil eraser) changing color - especially black;
Irregularly shaped edges (as opposed to round); Any of the above that bleed.
Skin cancer is not necessarily larger than a pencil eraser, and many Dr's (other than Dermatologists) really aren't trained to recognize it! I had a very small Malignant Melanoma on my back that 3 Dr's looked at and 2 people who'd had skin cancer spots removed also, all of them told me it was nothing to worry about, but my gut and my own training told me otherwise. I went to the Dermatlolgist and although it was about the size of a large head-of-a-pin he could see it from across the room! It was removed and I haven't had any problem since!
By the way, for those of you who think it will never be a problem you will have...don't be so sure, I have always been "olive" skin toned, and seldom got sunburned, when I was a kid Dr's even said "Well, YOU won't have a problem with skin cancer!" But with our environment the way it is - we are all at risk!!! Get checked, hopefully it is just an irritation, but it's not something to mess around with!

rust shouldnt hurt you, but something is giving you this problem and it may be your belt, is it too tight?
