i think i understand what you are asking , you are a latino and
latinos have their own cultural ways just like every other culture
its just the way you have asked the question - it sounds like "latina " girls must be approached in a special kind of way compares to any other ?
ok - i think you can simply get a nice bouqet of flowers , attached with a stuffed teddy bear and a card saying " i,d like to invite you to a dinner on _ - Or movies or whatever you feel like doing on your first date . But dont waste time Chico - just do it

Not to be a wisea$$, but why would this be any different from approaching any other kind of girl? Walk up with a smile and say, "wassup."

First you greet her by saying something like "hello"
next you tell her who you are by saying my name is...
Then you could give her a compliment, but you don't need to
next you have to tell her why you are talking to her. So, say you would like to go out with her. Don't beat around the bush, or it will become awkward.
She will either say yes, or she will say she's busy, which means no.
