If you really want to raise a stink about this, contact the Frequency manager for your state, or the area that you live in. There is one, whether you have heard about them before now or not. I do have to ask, what is your point? The police are a government agency and to a point, can do as they please. About the best you'll get out of this is an "oops" from them, and a scurry on their part for the proper license, if they need it. There are some frequency bands that do not require a license from the FCC. I'd make sure that I had my information correct before I made an issue out of this. If you are looking to get out of a ticket, forget it. The legal cost to you isn't worth it.
