The meaning is "married", but note that this is specifically a feminine form (the -ah is the usual feminine singular ending), so it refers first of all to a WOMAN who is married.
Now in the context in which Isaiah uses it (62:4), he is clearly using the image of the nation or land of Israel as God's "wife", as the prophets often do. He is specifically playing off the idea of his people having been under judgment and like a barren wife or even a widow or abandoned wife.. and he is declaring that in the future that will change. He will bring her (the people) back to himself and the land will be fruitful (including with children/people).
"Hephzibah" is used in the same verse, though it doesn't mean precisely the same thing. It also speaks of God's love for the people/nation, shown in his restoring them It means "my delight is in her" --in this case the "-ah" is a pronoun suffix meaning "her".
Note that the word is contrasted with "Forsaken" and "Desolate" in the first part of v.4, and that vv.4-5 play a little bit with the meaning. But note the final part of v. 5 --"and your God will marry you".

It literally means "married", and because of the way it is used in the Bible in Isaiah, chapter 62, verse 4, it figuratively means a happy country to dwell in.
