My minitower HP Compaq dc 6700 comes together with disc rewritetable plus DVD ROM player. But I can't play DVD movies. So how can I download compatible DVD software to my computer.

If you use windows xp go with Media Player 11. You can try WinDVD or PowerDVD if you want professional solution.
If you have Media Player installed and your dvd's are not playing you may need to download the codec to decode dvd's.
Just connect to internet insert a dvd and run WMP and it will automatically download the codec.
You can search for free DVD players at www.download.com if none of the above help.
