In 1996, the clean air act completely banned the sale of leaded gasoline in the United States for on-road use. I don't know if North Dakota had a state law that banned it earlier or not.

It will be completely banned by 2008.

I remember that they stopped selling it in 1981 for vehicles on the road .But evrywhere I LOOKED i COULDN'T FIND IT. Even at co-ops that sold fuels to farmers. Gasoline and diesel

It has been unavailable for a long time. For high performance motors, unleaded premium works fine when you tune you motor correctly. You can also buy octane booster.
