the US Senate Committe, cumulatively? yes, as there are more atheists than Senate Committe members. on an individual basis? some yes, some no, I'd imagine.
smarter than the Guinness book? certaintly. what human is NOT smarter than a few pounds of paper and ink?

I wasn't aware that books had intelligence and most people are smarter than the U.S. Senate committee.

Hi ,everyone can think is smart by hiding the truth about something, as Atheist thinking smart doesn`t mean anything as is so obvious there is a creator and a creature would never know its creator ,if you cant know your creator even a little you are not smart, but to learn properly about the creator you need to study the life of the prophets and why they sacrificed their life for humanity.

Also to mention every living being is saying there is a creator.

well it's debatable, especially if you are adding to the bunch the us senate....I say if you added all their IQ's and then you measured it by the amount of the brains cells as a whole, you could place all of them on the head of the finest needle and still have room left for ACLU, the Democratic party, especially Kerry, and Clinton(both),Rosy O'Donnell,Howard Stern and his entire crew,oh and there's always room for Paris Hilton, and Brittany Spears, and so many more, but we'll leave it at this, for what it would take to have this one complete brain cell, with contributions from all these, and some you'd have to use the Hubble telescope to find any brain matter at all to be able to contribute to the formation of this one little brain cell..Smart....oh please....

I do NOT care what the biased US Senate says. They're full of propaganda and are desperaately trying to support their nutbag president.

Yes, generally the intelligence of a person is judged by their ability to learn, their cognitive ability. Since a book can not learn new things, it would have an intelligence of 0.
