If a guy says "I plan to stick around" is that a signal he likes me?

I just said I thought maybe he left town because I hadn't seen him for awhile and that's what he said, in a very nice kind of way although I think maybe he flirts with everyone.

nah it doesn't necessarily mean he likes you, he's probably just really nice, if he liked you, he'd say more than that!
