when you're cold your blood vessels in your arms and legs constrict (get smaller) to keep more blood in your torso and head, this causes your extremities to get cold. it's pretty much just trying to keep good blood flow to the important things, your organs.

you have to dress for the winter as in having two pairs if socks on and carry a change with u so you don't get wet feet for long periods and have at least a thick soled shoe and don't run out with out socks and where flats that is asking for trouble, the more socks will cause you to need insulated larger shoes and there is reasons why this is good so be better dressed to be better to your self, men dress this way for winter but few pass on the real ways to stay fit and warm, over dress for winter is out of style but is very smart for your health in both the short term and the long run, being skimpy and half dress is cool but has no value in the real world

Poor circulation. For various reasons the blood flow to the extremities, (feet and hands) is decreased. Some lifestyle habits cause this such as cigarette smoking, certain recreational or pharmaceutical drugs, coffee, etc. Often it is due to lack of exercise, though many ilnesses may present this symptom.

Its actually a medical condition. I can't remember the name of it. But you can treat yourself, by periodically going into the cold and putting your hands in warm water for a few minutes, then go inside and warm yourself back up. If you do this once or twice a day for a few weeks at the start of winter you should be okay for the rest of winter.
