People usually put their natural hair color.
The DMV doesn't put the Hair Color on the liscence personally. The individual does. When you fill out your info slip with your Address, Birthdate, etc. It asks you for your hair color, so basically you decide.
When I got my License i put that I had "Brown" Hair which was my natural hair color but at the time my hair was dyed red.

Some states that still require hair color offer the option of "bald."

They normally ask for your natural hair color. So I suppose you put whatever color it was before you went bald or shaved it off?
