i have heard of neil since i am from the same state he is in
I would suggest looking into police action and possible restraining orders and or trespass orders and no contact orders if he's doing it in real life to keep him away from you and to prevent him from contacting you

get a restraining order. If he is still stalking you after that, call the police and they will more than likely arrest him. However, a restraining order is usually more than enough to stop a stalker. Do not under any circumstances confront him if you do not know what he is capable of.
