I am not familiar enough with the Quran to say yes or no in answer to your question from an Islamic point of view.

However, I do know that there is no verse in the Holy Bible which specifically states that "God gave Man 'Free Will'".

The best way to establish mankind's "free will" would be to approach your question from a slightly different angle (referred to as 'asking in the negative'). Let's ask; "At what point does God prevent us from exercising free will?"

When asked in this manner, it becomes quite clear that mankind indeed does enjoy free will.

Every single man and woman is always able to decide for them-self whether to do something, or to not do something.

Interestingly, law as we know it is based upon this same logic. You either commit an act, or you fail to act. Either way, it is your decision to make, and you are held accountable for that decision.

God has lovingly given us guidelines to follow and examples throughout history which demonstrate what consequences can result from our decisions, but at no time has God, or his angels, ever actually forced anyone to do something against that individual's free will.

I therefore think it is a fair statement to say mankind enjoys (or suffers from) having free will.

Does that help?

The words "free will" aren't there but that doesn't mean they were not implied. It might be sort of like if I were asked WHO I voted for president in the last election. If I answered that I voted for the republican (would mean that I voted for Bush) but I didn't come right out and say I voted for Bush but it means the same thing. God gave Adam and Eve a warning not to eat the fruit from one of the trees and told them what unpleasant things would happen to them if they did. God didn't force them to eat or not eat the fruit of that tree, He left it up to them. He told them not to and the consequences if they did, but they didn't listen and did what He told them not to. In this way, God gave them free will. Hope this helps.
