You may be able to call him and chat but have you given him any idea that you want to be more than friends? You need to,
I have found that shy guys are often the most romantic and caring and loving guys but they dont know how to ask a girls to start with. Reminds me of my first love :)
Communicate, vocal can be hard when your young, so write him a letter, keep it to the point and dont go over booard but make sure you tell him CLEARLY what you want, tell him he will be your valentine no matter what this year and perhaps you will get him something also, tell him youd love to be his valentine and you hope he will open up too you...then he will know and will have the choice wether or not you will also be his valentine.
Trust me, just coz he is shy means nothing, you need to communicate with him and the more direct your questions are the more direct answers you will recieve. Dont be scared to ask him out. You may just find he needs to know you really want this too, he may be too shy to do it himself. Many things could make him think this way including the popular one in which he thinks you may be too good for him, or too popular to want to be with him.

Give him a Valentine Card a few days ahead of time, maybe he will get the message. Sounds like your the leader in the relationship, so follow through. If you like the guy, tell him he needs to open up a little more so that the relationship can get to a better understanding.

If you are not romantically involved with this guy skip valentines day it does not apply to you at this time . Jewish people do not celebrate Christmas , The guy working as a fry cook does not go all out for Secretary's day . Men do not get anything for Mothers day . Valentines day is the day for lovers if you do not have one ....

Just don't ask him directly. You can kind of mention to him something like you hate to be alone on a valentine day...bah...bah..bah. If he doesn't response, I'm about 80% sure that he's just not in to you. Or maybe he's already booked... :-(.
Anyhow, if you do really like him and enjoy his company, by all mean ask him directly if he wants to do something together on the day. You know after all you plan the day together. It's not like you're pushing for it.

This year I will give my wife a dust pan for Valentines Day. Last year I gave her a broom...I felt bad that she's been sweeping dirt from the floor into her hand. See? Romance and true love still exist!!!

you could call him, and just talk to him. hang out with him more. maybe even ask him out, i know it might sound like guys are supposed to make the first move, but my friend(who i liked) asked me out once and i said yes and then she broke up with me like a month later and said that we made better friends anyways. you could tell some of your friends you like him and they will probably spread that around your school and he will probably hear it, then he might ask you out. but i would just say that you should hang out with him more, and call him sometimes, that will probably make him like you enough to ask you out. good luck!
