There is this guy that was in my year a couple years back, he graduated now. But I have been IMing him, and last week I asked if he wanted to go to Jr prom with me.
He says he "isnt sure, he will give me an answer at a later time, but dont count on it, and dont take it too personally.."
whats that mean? and should I ask him agian tommorow whether or not he wants to come? How do i get him to want to come? Should I ask him to call me instead?
He probably isnt interested because he talks to me when i start talking but besides that he doesnt make an effort to talk to me.. BUT I REALLY WANT TO GO WITH HIM.. help?

It doesn't sound like he's interested in you unfortunately and if you did convince him to go to Jr prom with you you'd probably have a miserable time because he wouldn't really want to be there.
I would honestly stop IMing him and see how long it took him to message you once he seen you were on line. If he doesn't you'll know your waisting your time, regardless of how much you like him.
I'd ask someone from your school or at least someone else. Jr prom is a big deal and you want to have a great time not a lousy one.

Just ask him for a yes or no answer, maybe flirt a little.
