OK...Have you checked the format in which the files are saved??
3 MB is way too big for a JPEG (Joint Photograpers Experts Group) format.....I mean the image should be in probably several square feet by several square feet. To change the size right click on the image file and select "open With" and then choose paint....Or....alternatively open the Paint application and select "file" and then select "open" and then choose the image file that you want to reduce....Once the file is open (Here the file opens in actual size by default) you should be able to see the actual size...Now click on "Image" ...Now click on "Stretch and Skew" and here in the upper two fields change the values from 100% to say 50% in both the fields and press "ok"...If you feel this size is good enough then select "file" again and select "save as"...Now change the file's name to something else than its actual name and on the bottom change the format to "JPEG" and click "save"...There you are....The size has been reduced by several times and you are ready to upload it....And your original file is there intact...If you want to reduce or increase the size...then repeat the same process.

The only ways to reduce the file size is to either reduce the quality or the picture size. Most cameras will allow you to reduce the quality by reducing the megapixel used when taking th picture. The lower the megapixel, the smaller the file size (and the lower the quality). You can use a picture editor to reduce the size of the picture (like from an 8x10 to a 4x5). While that will reduce the file size, it will also reduce quality and picture size. Some cameras will allow you to adjust the picture size when you are taking the picture. A third alternative, if the issue is reducing file size for file transfer or storage) is to compress the picture with a "zip" program. That may allow you to get it under the 2mb size for file transfer. But once transferred, it would have to be unzipped before it can be used, returning it to the original file size. Also,since jpg is already a compressed format, "zipping" the file may not make much of a difference in the file size.

Go to My Computer and find the file. Double click it to open the windows photo software. It's one of the main menu options, I think it is under Image, with a drop down menu regarding resizing. I can't remember the exact terminology, but look around in the menus and you'll find what you're looking for. Careful when you save your reduced image. Give it a new name, eg. add an "r" to the file name. If you don't change the name, it will replace the image with your reduced image and you will lose your original.
I just remembered the easiest way to do what you wanna do.
Get picasa software - its a free download. It's great enhancement software with the easiest tools I've ever found. It also has a button to click to email photos and automatically reduces them in size for emaIling. Check it out. You won't be disappointed.
Also, Avoid saving jpeg images. Each save reduces the quality of the image.

If you have a photo editing program like Adobe Photoshop you can go to IMAGE, IMAGE SIZE and lower the resolution to 75 pixels per inch. That still looks good on the monitor but is about 1/16th of the file size. Some email programs may have the same capability for reducing resolution to "Web size."

You really are going to get some color loss with any method you use to decreas the photo size. Photoshop would be the best option but if you are not able to use photoshop you can actually use paint to decrease the size of your pics. Use the image stretch/ skew and 'strech' the pic by 50% on both the x and y axsis. That will give you a pic that is half the original size.

Use photoshop or a photo editing tool and resize the picture. The chances are that quality will reduce. But it wont mess up the colors.

change the dimensions to your desired size in inches
change the resolution to 72 dpi
save as
rename this file to show it is smaller or web ready, etc

It is safe to re-size the image. This will make it smaller in byte size also. If you want free software, try the gimp from sourceforge.net
