They only like it if they trust you! If you're a stranger then they wouldn't relax. It puts them in a vulnerable position, on their back with their belly exposed. They have sensitive skin. Not all dogs like it. Some like a back or ear scratch.
Some people like a back scratch or back rub, or foot massage but only from someone they like or trust. If someone you didn't like offered to do it you wouldn't want them to.

my dog would be on his back 24/7 getting belly rubbed, if fact in the middle of the when I am sleeping he will walk on me , lick my ear and wine real soft , letting me know he is there looking for booty call or a belly rub . he is a toy poodle , 6 pounds., 4 years old now, he just loves people petting him , and loving whoever they might me. He loves the kids , and he will not hurt a fly ., when I am down he will come lay on my stomach and watch then get up and lick my tears away. I show him love and he returns it back ., but his belly rubbed , he love the attention ., his name is rambo

I think it's just comfortable cause they can't reach it with their paws, so it's nice to have someone do the scratching for you where you can't reach it. Also, we have more control with our scratching, have you felt a dogs paws/ claws scratch you?? it hurts!!
On the other hand, my big dog (mutt), HATES to have his belly rubbed, but I just think it's cause he's sort of long and gangly and he finds it hard to balance on his back. On the other hand, my miniature schnauzer is a bit like a table so when you flip him over he'll quite happily let u rub his belly for hours.

Probably for the same reason you like getting a back rub or a massage: as a very intuative poster mentioned earlier, it feels good! Interestingly enough, some dogs don't like it at all because it is requires such a submisive position.

The dog's belly is their most vulnerable spot on their body and by offering it to you and having you rub it, it's their way of letting you know they trust you and, as so many listed, it feels good and comforts them. And it's cute as hell when they sprawl out at your feet like that!

The reason is believed to be as one person answered and was marked down for it that it is associated with sex.It simulatates the feels dogs get rubbibg against their mate during the sex act.

THE SAME REASON YOU DO--THEY LIKE THE ATTENTION AND IT FEELS GOOD!! THEY CAN'T SCRATCH THEIR OWN BELLY!

because they cant rub it them selves.. like my bloke, i always have to scratch his back!!! lol
