It definitely sounds like a hardware problem. The first thing to do is try troubleshooting to see if you can isolate the cause. Pull all the cards and RAM out of your computer, then put them back in. Make sure everything is seated firmly, then try to boot. If there's still a problem, yank everything but the video card and the RAM. If you have multiple sticks of RAM, try with just one, then just another, to see if one of them is causing the problem. If you have a spare video card try it. Visually inspect the machine and make sure all the fans are working and nothing is overheating. If you're still having problems then that points to the motherboard or CPU.

Before you invest more $, may I suggest something?

1. I would backup any files you want to save to an external storage device.
2. Format the hard drive.
3. Try for a clean install of XP

It sounds like your motherboard is fried. You accidentally static shocked the inner components of your computer and it will never be able to turn on again.

www.tigerdirect.com offers motherboards for pretty cheap. i would go there and call them so they can help you order new parts.

Could be a few things wrong with it-- most likely something internal (hard drive, motherboard, power supply, etc). I suggest you take it to a pc repair place.
