You don't! You get the development tools you need and write your programs on your own system.
If you waant to write a "program" in a certain language, you will need the editing and compilation tools for that language.
BTW, a program is software.

If only it were that easy-- I would be out of a job! :-)
Depends on the kind of software you need written. I suggest you go someplace like RentACoder.com and hire someone to write it for you. If it is a very simple software application you need and you are the adventurous type, you could learn to program it yourself but it will be very painstaking and a long process. Besides, there are a number of programming languages to choose from, some suited for specific purposes.

Im guessing you have no idea how to program so youre kinda out of luck
download a C++ programming application to learn how (search google for "C++ Programming")
