I want to major in engineering, but I don't know which one would give me the biggest pay. Since there is a lot of them (civil, mechanical, etc) I was wondering which one had the most opportunities and pay.

If you are only interested in money, do not go in engineering.
The best paying engineering roles would be in the computer industry (software engineering) but that depends on how skillful one is at it, on the corporation that hires people and how successful that company is, and on the eventual appointment to high level management roles. At that point, it is not really working as an engineer anymore.

Nuclear Engineering probably has the highest average pay out of college. The job market is decent right now, but I don't know where it will be in 4 years.

But honestly, don't go for a major because of the pay. If I were you, I would enroll as an undecided engineering major, take your core classes that count for every engineering degree and just sit in a whole lot of different intro to ______ engineering classes. Find what you are interested in, and do that. You'll save yourself a whole lot of trouble down the road when you spend two years doing a major because of the pay, but end up hating your major and having to switch to something you actually like.

a better option may be to look at which one has the best future with pay and benefits doing what I like and find interesting in the region in which I want to live.......be a nuclear engineer if you want to...but if there isnt a nuke plant in commuting distance of where you desire to be...then good luck with that.....
Chem-e's are a good, wide-range profession...they're needed everywhere...but the degree plan is crazy. If you could barely hack high school chem...I wouldn't do it. All the world needs civils and mechanicals......we make the wold go round...and most decent sized communities have jobs for both......and once we get a job...we tend to stay till retirement...changing technology more than likely wont put us out of work

Chemical engineering has always been at or near the top for both starting salaries for new grads and highest average salary. But you better like chemistry. Petroleum and electrical are also strong.

A chem-e can work in multiple fields, where petroleum is to focused on an aging technology... be prepared to seek alternate professions within the next 20 years.. look into alternate fuel fuel sources.
