It depends on your objective. If you just want sex, put a few drinks in him (optional), giggle a little, then take his hand and place it on either your breasts, your buns, or your "business". That should move things right along in a jiffy!
If your objective is more "long- term", like you want him to propose marriage to you, repeat the above except place his hand somewhere else on your body, like on your shoulder or neck. This lets him know you're very interested but that you're not looking to just have sex! Oh, and score HUGE bonus points if you can make him laugh!!!

Just a warning. If you keep letting him think you are going to have sex with him (ie leading him on or seducing him) when you have no plans on actually going through with it, he's likely to get it somewhere else, or think you are a frigid bi-tch.
