If you refer to the registry numbers of spaceships in Star Trek (like NCC-1701 for the original Enterprise), this shortcut was invented by designer Walter M. Jefferies who designed the ship model, and he just randomly extended the NC of the registry numbers of civil aircraft in the US.
But in a star trek role playing game of the 80s I believe I read the explanation that NCC stands for "naval construction contract".
