I have a family member who likes to help himself to whatever he
wants. What would you do?

I would kick his sorry a@#$# to the curb. you don't need his problems let the law handle it then see how he likes it.

Tell him to stop and if he's old (over 18) report him to the authorities

i rather perfer a liar than a thief. i dont know how people could feel good when they steal things. if i were you i would confront him about his actions and let him know about the effect it have on others.
