He told me the other day that he tinks he's falling for me, and I didn't know how to respond. What does he mean he "thinks" he's falling for me? How do I know it's the right time to actually say "I love you"? Is there a way of saying it without actually saying it? How do I know if the feeling is mutual? Should I wait till he says it first?

Take a deep breathe.
Dont think about love until you know its real and you will know when its real.
Falling for you probably means that he is really enjoying your company, he is realising what great catch you are and his feelings are growing. It may not mean love just yet, but he may be starting to see that he diesnt want to be without you.
Dont push it, if he thinks he loves you he will say it, but under no circumstances do you need to feel you MUST Say it back. Dont say it until your ready, usually this is when your mature enough and have been dating steadily for months, any sooner than that doesnt seem at all real. If its sexual it may happen sooner as the intimacy and level o which you get to know someone occurs a lot quicker. DONT PUSH IT. have fun, savor every momeny together and dont say I love you unless your sure... its hard to say when that will be so just go with it. Dont feel pressured to say it though, that will probably ruin everything and there is nothing worse than tryig to break up with someone and having them say "but i thought u loved me" and your just thinking like, oh my god I cant beleive I ever said that to him.
Make sure if you were going to say it, no matter what happened afterwards, you would have no regrets. If unsure dont do it.
Chill out, its meant to be fun and happy, dont over think it.

You can say it once, if you dont hear it back, remember men are a little different, they dont want to come across vulnerable. Or you could wait til he says it to you, in the mean time show him that you love him, if you cant say it right now. You know when the feeling is mutual when you dont need to hear it beacuse you can feel it.

think of something romantic
most of my freinds say that they want HIM to be the one to say it in a relatinoship
but he may be scared
you seriously just want to give it time--wait for the perfect moment
it can be totally random but thats when it means the most. do it at a time where you look at him and you are just in awe by him

Let him say it first and se how it makes u feel then if u reely do(dont if u dont) love then say u do and good luck with ur relationship
