I have to beg, scream, threaten and cry to get my boyfriend to clean the house with me. And even then, he does no maintenance to keep it up. What can I say or do to get him to help?

This is something that should have been addressed from day one.
You maybe able to change things by having a civilized talk with him about what you want and how it makes you feel when he doesn't help out.
If he really won't help you really can't make him & then you're really going to have to decide if you want to keep him.

Relationships are a partnership. If he can't help with the little things in life where will he be when the really big things come along. Don't kid yourself into thinking you can change his stripes, it won't happen. Sit him down and create a chore list. Try to come to a mutual agreement on what you each will be responsible for doing and when it will be done. If that doesn't work or he won't keep up his end of the bargin then you need to decide if you want to take all of the responsibility yourself just to keep him in your life. I would dump him if he can't do his part.

Just stop doing it, stop cleaning let it get nasty, don't cry, scream or threaten. In time if he has any worth he will clean it. If he doesn't he is not worth keeping, dump him. If he tells you to clean it tell him when you help.
