I'm sure it's for safety concerns. I just want to know the exact reason.

I did some research and learned that many airlines dim their cabin lights during TO and landings, not just Indonesian airlines. In the UK, it seems to be a recommended practice, but not required.

There are at least 2 reasons:
- to get passengers and flight attendants eyes accustomed to a lower light level in the event of an emergency and the need to evacuate everyone quickly.
- for other pilots who are taxiing their aircraft on the ground - so they don't get lose their night vision and become temporalily blinded by a brightly illuminated aircraft passing nearby.

I am not sure but the lights to me would not cause a jet engine to use much power, adding batteries it would not take much to run them, my guess is to keep from someone from the ground getting a lock on the plane with an old style missle launcher, ya know we stil have some planes downed that they don't know if they were shot down. The row of lights would give someone a good aiming point at night on take off, transadlatic flights they do not allow you to have the shades up and I wonder about that since it is at night. Just a guess..

All airlines do that, not just in Indonesia...this reverts all the possible power supply to the engines for taking off and landing.
