You have several options:

If you're willing to consider an SLR-like form factor, several more models models that go down to 28mm. But I assume by "compact camera" you are not considering an slr-like shape.

And a little less compact, but opening some options, you could go with a camera that doesn't natively go down to 28mm but can accept a wide-angle converter to bring it down. For example, the Canon A640 and G7 can accept a 0.75X Wide-angle converter, bringing it down to just under 27mm. Depending on which brand teleconverter you go with, you can have really excellent results with one of those. But good wide-angle converters are very large, relatively speaking.

My Fuji S9500 goes down to the 35mm equivalent of 28mm. It's a shame the camera was no good. Maybe the 9600 is better? try it before you buy it though & take a good long distance shot, distant detail is no good on mine.

When I go to http://www.dpreview.com/reviews/compare_post.asp and set the "wide" filter to <28 mm, the only current compact I come up with is the Canon SD800-IS, which goes to a 28 mm equiv. Petra says that the lens is not that great under 35 mm, though. You can go to http://www.dpreview.com/gallery/sd800is_samples/ and click on the wide-angle looking thumbnails and judge for yourself.

One of the widest compact digital camera is the Ricoh R5, or the earlier R4 and has a 7.5x optical zoom.

Olympus FE200 (FE220) and Canon SD800 IS have 28mm equiv. lenses. and are more pocketable.
