Each person has a conscience but it is deformed by our sins. We must reform our consciences to follow what is good and reject what is bad.

Paul said that some people from the nations followed the Law because their conscience bore witnesses to them and they tried to do what is right.
This tells us that some of us are more aware of our spiritual needs than others are.
But all can learn how to have a clean conscience by studying Jehovah's word daily and applying what they learn.

The desire to do good is a natural mechanism that is in place to ensure the survival of our species and the continuation of the planet. As for those people who are bad, it can be explained by mistakes in the development of a foetus, just as physical deformities can occur, so can neurological deformities which determine a person's ability for compassion & empathy.

Empathy. We learn social behaviour by observation and imitation. This natural tendency to behave as those around us do is a survival tactic - strength in numbers, power of the group (as opposed to weakness from standing alone; no one's got your back). We continue this behaviour throughout life and become psychically connected, resulting in our acute awareness of the pain of others. We are programmed to respond to the threat to the group (which each member is connected to) by ensuring no harm comes to any one person. So 'good' is that which promotes a secure and happy society.

it comes from intelligence. if you don't want people doing it to you, don't do it to them. that's what it takes to live together. i believe that's being what they call civilized.
