b/c those who drink are suppose to exercise that right responsibly, meaning they are suppose to have a designated driver. Or, if someone becomes too drunk to drive home, then they can call someone to pick them up, and leave the car in the bar's parking lot until the morning.

The fact that you can park your car in their parking lot BEFORE you go in the bar doesn't prevent you from calling a friend or a Cab AFTER you get too intoxicated to drive that car.
