Wow, you've experienced the exact same thing that I have. When I asked a girl out some months ago, she replied with "I'm sorry, I can't".
The word "can't" could be interpreted in about a million ways. Maybe he was busy on that day and actually couldn't agree to a date, or he was shy and surprised that you asked him and caught him off guard, or quite possibly he isn't interested or already has a girlfriend but isn't telling you the truth directly. My suggestion would be to be flexible next time by asking whether he is busy on a particular set of days before asking for a date and see what happens. If he doesn't give a clear answer, I'd suggest you prompt him a little bit to find out the real reason. My crush (who I'm still talking to) also said "Thats so sweet" before answering that she couldn't, so that actually confused me in my situation. But I made the mistake of not doing those things I just suggested and I'm still looking for answers myself.
p.s Did you ask him out face to face, or by phone? Because face is far better than by phone. Also, you got to consider how he reacted immediately after you asked (his body language, his voice tone, etc.).

Maybe he was shy. Maybe he had a girl. Don't dwell. Find out for sure, or move on, because there are a lot of people out there waiting to meet you that might not get the chance, if you're still dwelling.

he is probably too scared to get into another relationship
for some guys, the past relationship ended so bad, that they dont want to deal with another one in fear of it crashing
maybe his parents dont allow him to date
maybe he has a girlfriend
or, maybe hes gay?
