Are hotels supposed to bring you new soaps and shampoos everyday?

Some do, some don't. If there are still shampoo and soap still there, they generally don't replace them each day.

Depends, are you at Motel 6 or Embassy Suites ?
(better ones do it when they swap the towels)

If you have used up your previous supply. Generally they give new ones everyday.

Not if the housekeeping staff sees that you have an ample supply.
