I'm not sure about California law, but what you are wanting is not so much home school as in-home tutoring. I believe some states make it available for students who are unable (due to medical issues) to attend public school.

Homeschooling doesn't have to cost much. Using the resources available at the library and used (homeschool) textbooks can make homeschooling very inexpensive.

On the internet, type in www.hsld.org This stands for home school legal defense. On that site you will find your answer and much more. I used to home school and know of many families that do. It's a wonderful thing!

That depends on who you find to do it. Most people don't homeschool that way so most people will not even know what to suggest.
